Projects must have a maximum duration of 30 mesi, articulated in two phases: a first step of 6 months for the development of the proposed network and a second step of 24 months for the implementation of all activities provided by the network. for first phase The partnership should include 4/6 city ​​of at least 3 States / partner countries and least 2 cities of the less developed regions. The total budget (from ERDF funds) available to every single network is comprised between 600.000 e 750.000 euro depending on the number of partners, with an additional budget of 127.500 euro per expertise esterna.

The percentage of cofinanziamento FESR varies for each network selected depending on the location of the partner cities: 85% costs for cities from less developed regions and transition regions, 70% for cities from more developed regions.
