The INTERREG V-A Italy-Slovenia, will support the strategy for a smart growth, sustainable and inclusive as envisaged by Europe 2020, investing significant resources on growth and innovation, quality of life and environmental sustainability and also supporting a more effective public administration. The program will develop in a spirit of continuity with what has been achieved in the previous period 2007-2013.

The geographical coverage of the program has been reduced compared to the period 2007-2013, bringing it back to the configuration of the previous INTERREG II and INTERREG III. This choice should promote greater coherence between the area of ​​the program and the specific cross-border relations avoiding imbalances in implementing the project. The whole area comprises 5 Italian statistical regions – called NUTS 3 - or, for the region Friuli Venezia Giulia, the provinces of Udine, Pordenone, Gorizia and Trieste and for the region of Veneto the only province of Venice e 5 regioni Statistiche english Inner-coastal, Central, Gorenjska, Coast-e Goriška region.

The program has selected, according to the logic of thematic concentration, 4 Thematic objectives and 6 Investment priorities Strategy Europe 2020 and its general objective is the following:“Promote innovation, sustainability and cross-border governance to create a more competitive, cohesive and livable”.

The following four priorities, down into specific objectives (THE), They have been identified to address the needs and challenges of the program.

Priority 2: Cooperation for the realization of strategies for the reduction of carbon emissions
OT 4: support the transition towards a low-carbon economy in all sectors
PI 4e: promoting strategies for low carbon for all types of territories, in particular urban areas, including the promotion of sustainable urban mobility multimodal and relevant measures of adaptation and mitigation
THE 2.1: Promote the implementation of strategies and action plans that promote energy efficiency and improve regional capacities for joint planning of mobility with low emissions of carbon

Expected result
Adoption and implementation of strategies that encourage low-carbon energy efficiency and promote the use of alternative transport systems and the use of alternative energy sources.

Priority 3: Protection and promotion of natural and cultural
OT 6: preserving and protecting the environment and promoting efficient use of resources
PI 6c: preserving, protecting, promoting and developing the natural and cultural heritage
6d PI: protecting and restoring biodiversity and soils, and promoting ecosystem services, through Nature 2000 and green infrastructure
PI 6f: promoting innovative technologies to improve environmental protection and resource efficiency in the waste sector, water and with regard to the ground or to reduce air pollution
THE 3.1.: storage, protection, promotion and development of natural and cultural heritage
THE 3.2.: Strengthen the integrated management of ecosystems for sustainable development of the territory
THE 3.3.: Development and testing of innovative green technologies to improve waste management and water resources

Expected result OS 3.1.
Enhancement and promotion of natural and cultural resources of the area of ​​cooperation in order to attract the demand for sustainable tourism
Expected result OS 3.2.
Strengthened management of ecosystems and promoted restoration of biodiversity and ecosystem services through green infrastructure
Expected result 3.3.
Optimized innovation in waste management and water resources as well as in air quality through testing and implementation of green technologies

Priority Axis 4: Strengthening institutional capacity and “governance” border
OT 11: strengthening institutional capacity of public authorities and stakeholders and an efficient public administration

Priority Axis 5: Technical assistance

– Capacity building of beneficiaries and applicants for the submission and effective implementation of the projects, in line with the objectives and results indicated in the program

Cross-cutting themes

Besides the thematic concentration on selected thematic objectives, other complementary themes were identified that will be addressed in a cross through specific actions in the different Priorities:
• Information technology and communication: pursue innovation and competitiveness in different sectors of the program strategy;
• SMEs: consider SMEs of the territory and the business sector as a special target for specific actions dedicated;
• Education, intervene on the skills of human capital without which a series of actions expected results of many actions could not be reached;
• Social inclusion, to promote the activities of disadvantaged groups according to the principles of equal opportunity and non-discrimination;
• Employment growth for the inclusive favorable to employment, especially youth.

Financial allocation

The financial plan of the Programme amounts to total € 91.682.299,00, of which € 77.929.954,00 endowment from the ERDF and € 13.752.345,00 as national co-financing (public and private).

The ERDF budget is divided as follows:
24 %, equal to € 18.703.189,00, for the promotion of innovation and competitiveness (Priority 1).

15 %, equal to € 11.689.493,00, to promote the transition to a low-carbon (Priority 2).

35 %, equal to € 27.275.484,00, to support the preservation and enhancement of natural and cultural resources (Priority 3),

20 %, equal to € 15.585.991,00, to enhance capacity building and cross-border governance (Priority 4);

6 %, equal to € 4.675.797,00, for Technical Assistance, in order to ensure the effective management of the program and to ensure the proper functioning of the Authority and its structures (Priority 5).
